As we are navigating the third year of COVID-19, I am humbled to think of the ways that AtlantiCare has remained a constant pillar of health, hope, and healing for our community. I am tremendously proud of the life-saving care delivered across AtlantiCare over the past two years – care reflected in AtlantiCare’s COVID mortality rate, which outperformed the national average as reported by the CDC. These are the lives of our friends, family members, colleagues, and neighbors. It is reflected, too, in other, immeasurable ways: patients kept out of the hospital because they were vaccinated at the Atlantic County COVID-19 Vaccination Megasite, whose lives we can attribute to our forward-looking Emergency Management and Procurement teams, and to exemplary collaboration with federal, state, and local agencies. Vaccine and testing clinics across our service area - at AtlantiCare Primary Care Plus offices and AtlantiCare Urgent Care Centers, and at pop-up sites across the five counties we serve, including those at schools, casinos, community organizations, and homeless
shelters – offered further ways for our community to access information and protection. I am extremely grateful for our AtlantiCare family, who have shown tireless dedication to holding each other up through these challenging times. The countless sacrifices of AtlantiCare employees and their families have enabled us to live our commitment to our core values, to deliver health and healing to all through trusting relationships. No less remarkable is the commitment that we have seen reflected back. The outpouring of gratitude – from roadside signs to homemade masks, from handwritten thank-you cards to meals, food donations, and donations of medical supplies when supplies were low and fears were high – has astounded us all. Our community’s support to AtlantiCare’s COVID-19 response provided our staff with hope and optimism. The generosity you have shown in your financial gifts has allowed us to keep going – to protect our frontline staff, to continue to offer life-saving and life-changing care to patients in the face of COVID surges, and to continue to plan for AtlantiCare’s future. Thank you for your continued support and for the trust you place in us. As we look to the future needs of our community, we are excited to commence our $75 million Mainland Expansion project. The project broke ground in March 2022, and will add 50 private rooms to our Mainland Campus, including a new Intensive Care Unit, increased negative pressure capacity, and bedside dialysis capabilities. Construction on our Ohio Avenue Medical Arts Pavilion will be completed in the fall
of 2022, and we look forward to the enhanced and expanded services slated to be housed there, including family medicine, dialysis services and dedicated programs for women and children. This is in addition to dedicated medical education facilities and simulation labs that will help provide training for the practitioners and health care leaders of tomorrow. As we look forward and reflect on lessons learned, I am confident that AtlantiCare will continue to provide the highest quality of care despite the challenges. I know that we have a true partner in you, our community. Whatever the future may bring, there is confidence that we can and will face it together.

COVID: From Crisis to Collaboration
For Jim Kilmer, the pandemic began in earnest several months before it did for much of the Nation. As Vice President & Chief Administrative Officer for AtlantiCare - Atlantic City Campus, his Infection Prevention Team was watching China, looking at disease transmission, and putting a plan in place for AtlantiCare to prepare for the novel coronavirus rapidly spreading across the globe. Ordinarily, he says, emergency planning involves weather related and mass casualty events. “We pulled out the influenza like illness plan, as we do every year for review, and in late 2019, began adapting it for what we knew about COVID-19.” Which, of course, was very little. “Even before we had cases in the U.S., we were glued to the Centers for Disease Control and Prevention (CDC), scouring scientific papers, looking for any details that could help us prepare,” says Gemma Downham, Corporate Director
for staff and incoming patients. “As the experts, and those closest to the data, it was our job to provide scientific and medical information to help keep our staff and community safe,” says Mike Heck, Director of Acute Care Infection Prevention. He worked with AtlantiCare Information Technology Department to create an app to monitor symptoms and illness, and to modify existing technology to help triage patients remotely. Visitation was halted. Testing in the early days, Kilmer says, was slow – as it was across the nation. “We realized quickly how important it was going to be bring testing capabilities in-house.” He called on AtlantiCare’s Labs. “We saw cases rapidly increasing in New York City, and we knew it was only a matter of time until it reached us,” says Heather Nigro, Corporate Director of Clinical Services, who oversees AtlantiCare’s labs. “Within two weeks of the state shutting down non-essential businesses, we were able to bring testing in-house. It was a pivotal win.” By mid-April 2020, AtlantiCare providers could administer COVID tests and access results in under four hours for patients at higher risk of COVID. Facing shortages along with the rest of the country, Nigro and her team had
of Patient Safety, Infection Prevention, and Clinical Risk Management. “It was our job to stay on top of the science.” Based on early worldwide data, Kilmer’s team began the task of preparing for an immense surge in respiratory illness. Staff worked around the clock to establish protocols, secure PPE and portable HEPA air filtration units. They began preparing isolation rooms and negative pressure rooms that would help contain the virus. AtlantiCare’s first COVID-positive patient presented on March 8, 2020 at its Mainland Campus’s Emergency Room. Within ten days, much of the U.S. had come to a screeching halt. “We drove to work on empty roads, and walked down empty halls,” Downham recalls. “Everyone entering our facilities had the potential to be a vector for disease.” Based on protocols from the CDC and the New Jersey Department of Health, AtlantiCare’s Infection Prevention team began symptom-screening
to be strategic about where and how to set up testing sites to maximize impact.

AtlantiCare Urgent Care rose to the challenge, setting up drive-through testing sites at locations throughout the five counties that AtlantiCare serves and at community sites, such as those at Stockton University and several casinos. Providers and staff at AtlantiCare’s hospital campuses, meanwhile, were treating those COVID patients needing intensive care. “Like health care systems across the nation, we were thrown into the ocean and had to swim,” says Manish Trivedi, MD, Director, Division of Infectious Diseases. “We drew on our own clinical observations, saw what worked, and established best practice care plans,” he says. “Everyone absolutely excelled in their roles. Respiratory Therapy, Nursing, Environmental Services, Dietary, IT – everyone contributed data, observations, ideas. Staff volunteered immediately when a colleague asked for help. I am immensely proud of the work we accomplished together, and the lives we saved.” One of the greatest hallmarks of the team’s achievements, Trivedi notes, is AtlantiCare’s mortality rate for COVID admissions. At 11.5%, it is approximately half of the national average- 20% as reported by the CDC. “Facing death is part of being a medical professional,” Trivedi says, “but it was more acute with COVID. Sometimes, inevitably, medical intervention failed, and we didn’t know what more we could do,” Trivedi says. “All we had left to give was our time.” As the only people to see patients in-person, given visitor restrictions, AtlantiCare’s Procurement Services Team collaborated with Infection Prevention and other departments throughout the pandemic to ensure we had personal protective equipment – or PPE. Special partnerships and innovative solutions were key to addressing supply issues. Special colorful raincoats, which lifted everyone’s spirits, were secured and other PPE to ensure AtlantiCare could protect patients and staff.
providers offered emotional support. “Patients opened up to me about their lives, about their concerns and their regrets like never before,” Trivedi notes. “AtlantiCare employees from across departments forged connections with patients and deepened relationships with each other. I’ve always thought of AtlantiCare as a family, and this sense was galvanized many times over.” As the first wave tapered off, in the summer of 2020, AtlantiCare became a community resource. “We had been through it,” says Gemma Downham. “Schools, casinos, churches, local businesses and community organizations turned to us, and we helped them navigate the questions we had months before: how to source masks, how to improve ventilation, best practices for disinfecting.” “Myth Buster” sessions addressed common misconceptions, presenting science and data to help people better understand COVID safety measures. Simultaneously, Team AtlantiCare was preparing for large-scale distribution of vaccinations, purchasing deep freezers and other essential equipment. Well prepared, AtlantiCare was selected by the state as one of only six vaccine mega sites in the state. By November 2020, as the second wave was underway, established protocols and safety measures allowed AtlantiCare to maintain full services

through the surge, treating patients for other medical needs. In December, AtlantiCare began vaccinating staff. Partnering with the New Jersey Air National Guard, Federal Emergency Management Agency, New Jersey Department of Health, and the Atlantic County Department of Health, AtlantiCare opened the megasite in January 2021. “Really, the whole community came together,” says Darren Clinkscale, Director of Property Management, who played a key role in supporting AtlantiCare’s efforts at the megasite. “Once we were able to procure supplies at scale, it was a well- oiled machine,” Kilmer recalls. Average time from entering the mega site to walking out the door – including a 15-minute observation period – was 28 minutes. “At peak operation, we were able to vaccinate more than 2,000 patients a day, about twice the number expected,” Clinkscale adds. He recalls, too, the outpouring of community support and gratitude. “The community came to us –donating hundreds of meals to feed staff and lift their spirits. Food just kept rolling in. It showed us the real trust that our community has in AtlantiCare. This was a shining example of how we all make a difference every day.” The pandemic dragged on, plateauing over the summer of 2021 and picking up again in the fall. “We felt a collective relief as we rolled out vaccinations,” says Trivedi. “But ultimately, it was not the panacea we hoped. Misinformation, people’s distrust, lead them to avoid getting the shot.” It was a moment for Trivedi to regroup. At the core of medicine, he believes, is the trust established between provider and patient. “Drugs, treatment, sometimes only get you
so far. We had to lean into providing comfort, making sure the patient felt seen, cared for, and respected.” He feels cautiously optimistic now. “I will be the last to declare this ‘over,’” he says. “As COVID evolves, AtlantiCare will continue to be a role model and safety net for the community.” AtlantiCare has implemented Long-COVID clinics to treat patients with lingering symptoms. New policies will help in navigating future challenges. Most of all, Trivedi says, he has faith in AtlantiCare. “We are an organization founded on family, and through it all, that’s how we persevered.
everyone being excellent at what they do. The camaraderie and cohesiveness – from front desk reception to the highest levels of administration – everyone prioritized the health and safety of our team and of our community. We cannot take that for granted.” Others echo these sentiments of pride and gratitude. “Our role in providing testing was an important element in managing COVID,” says Heather Nigro of AtlantiCare Labs. “We often operate behind the scenes, and the outpouring of thank-you signs, food donations, and community recognition lavished on health care workers throughout the organization was heartwarming. I’m grateful for the recognition, and very proud of the profession.” “I think we are now all in a better place, the pandemic forced us to be creative and innovative, to work as a team across the organization, to become more resilient,” adds Downham. “We are more comfortable in our ability to be flexible, to find new solutions. It has made us stronger in the long run.” The future is always uncertain, and there is always work to be done. But, says Downham, “as we shift back to proactive care, looking ahead and planning for the future, we have new tools, and new experiences to draw from. Everything has been transformed.”

Building Walls, Breaking Down Barriers to Wellness
As AtlantiCare looks to the future of healthcare in our community, we are excited about what 2022 holds for our Medical Arts Pavilion on Ohio Avenue. The $38.3 million facility simultaneously recalls our origins as the Atlantic City Hospital, founded in 1898 and located on the very same block, and propels AtlantiCare into the future. The facility, designed to increase access to care for Atlantic City residents, will provide space for expanded services, including AtlantiCare’s Maternal/Fetal Medicine program for high-risk patients; a Neonatal Intensive Care Transition of Care Unit; Family Planning services; and a Family Medicine Residency Program. Expanding women’s and family services in Atlantic City, AtlantiCare aims to amplify our reach and to help close the gap Additionally, AtlantiCare’s Pediatric clinic, currently located in the William L. Gormley AtlantiCare HealthPlex, which provides Federally Qualified Health Center services, will relocate to the Pavilion, allowing for more centrally located care in Atlantic City. Taking an active proactive approach to addressing the shortage of primary care providers in New Jersey and the anticipated national shortage of physicians, we are excited to expand our capacity in providing opportunities for graduate medical residents and undergraduate medical students. Patient care simulation rooms for medical education will offer hands-on training opportunities for medical students. An auditorium with capacity for 144 individuals provides increased space for lectures and other educational opportunities. of healthcare disparities in underserved populations.
In line with our vision to build healthy communities and create a healing presence, our space will promote a healing atmosphere: the Pavilion will be home to a rooftop garden, which will provide a serene space for reflection and promote peace of mind. Consistent with our other properties, the Pavilion will feature artwork from New Jersey and Philadelphia area artists to further create a healing environment. And, planning for the changing needs of our community, we have allotted additional space for AtlantiCare programs and services, which will include an onsite dental program for patients of all ages.
We are on track to complete construction this fall and look forward to unveiling all that the Atlantic City Medical Arts Pavilion has to offer – world class care in a healing environment, open to all. As always, we are immensely grateful for your continued support. We speak often about how life can change in a moment, as many of our patients know and as our staff and providers see daily. Over the past two years, life has changed – dramatically, for all of us. We are reminded of the many constants that have persisted through this unprecedented time of change. AtlantiCare has continued to prove itself a leader in our community and our region, delivering care with agility and compassion and providing health and hope to patients and community members. The many partnerships that are the foundation for so much of our work in the community proved, yet again, to be critical in helping us achieve our goal to provide health and healing to all. Whether we were sharing education about effective masking policies to schools and local businesses or hosting pop-up COVID testing sites and vaccine clinics, collaboration with these partners amplified our reach and provided critical resources to our community. And while COVID presented new challenges, we also continued to take innovative approaches to tackle preexisting ones. In response to elevated rates of opioid related deaths, we launched a Bridge Clinic at the AtlantiCare Regional Medical Center City Campus to ensure timely access to substance use treatment. We implemented a virtualist program, providing same day access to medical care, which conducted more than 1,300 visits in the first six months. And, in a time of staffing shortages, we on-boarded 77 new providers, 332 nurses and 238 patient care associates. And, as ever, we are grateful for our Foundation family and the essential support you provide to help us build healthy communities. We look forward to opening our Ohio Avenue Medical Arts Pavilion, which will provide expanded services to our Atlantic City friends and neighbors as well as create a home for our medical education facilities, later this year. We could not have done it without you. As we embark upon our Mainland Expansion project, we know that we can count on the continued support of our community to help us anticipate and plan for the future. For more than 120 years, we’ve had the privilege to partner with and care for you, our community.
